Eight Priorities for Progress — direct, practical solutions designed and managed by the community of North Kivu.
Sustainable solutions, led by the community.
PALPER's work is direct and action-oriented. Across eight interrelated priorities, our teams identify and repair damaged water infrastructure, deliver safe drinking water, rebuild agricultural roads, prevent disease outbreaks, and protect the most vulnerable.
Clean Water
Practical filtration and disinfection where 94% of water sources are non-potable. We identify damaged infrastructure and partner to repair it.

Helping local farmers plant crops, training in sustainable practices, and rebuilding 64 km of agricultural roads to restore local economies.
Health & Disease Prevention
Combating cholera, measles, and monkeypox through disease surveillance, vaccination drives, and community hygiene education.
Education
Vital community programs to enhance literacy, teach practical skills, and empower women and children to lead their communities forward.
Protecting Natural Resources
Managing and restoring natural resources for the protection of the environment and the promotion of tourism.
Protecting the Vulnerable
Fighting slavery, providing refuge, and protecting children and women through peaceful conflict resolution and family planning.
Microfinance
No-interest loans for farming, commerce, and other sustainable economic development activities owned by community members.
Researching Future Opportunities
Discovering new and more effective approaches to progress in the other seven aspects of community health and sustainable development.
With Clean Water Help
University scholarships for future water scientists and engineers.
With our partner Clean Water Help, PALPER supports full university scholarships and paid internships for science and engineering students from communities without reliable access to clean water. More than 30 students have been accepted to the University of Goma.
Each sponsorship supports one student for one full year:
- Full tuition at a local university
- Books and school supplies
- A living stipend for basic needs
- A paid internship with a local NGO partner
- Hands-on work on drinking-water solutions for their own community
