Who We Are
A community-based organization founded in North Kivu in 2015, led by local women and men.
Founded by the community, in 2015.
PALPER asbl — Programme d'Appui à la Lutte contre la Pauvreté pour l'Emergence et la Restauration d'un Développement Durable — was founded in North Kivu in 2015 by local women and men who refused to accept that poverty, hunger, and conflict should define the future of their communities.
From day one, our conviction has been simple: the people closest to a problem are also closest to its solution. Our teams live and work in the communities they serve, from Rwanguba to Goma.
Our mission is to improve the well-being of the most vulnerable — especially children, youth, women, and people in crisis — by fighting poverty and restoring sustainable development in the DRC, through community-led actions in health, education, food and water security, environmental protection, and peacebuilding.
“PALPER exists to stand with people in need — those in difficult situations and the most vulnerable — in the fight against poverty, hunger, and disease in the places where they live. Our purpose goes further still: to bring young girls and boys, women and men to a culture of resilience, so that they become the ones responsible for lasting, homegrown development in their own regions. Because change in the humanitarian system begins with a vision carried by local actors.”
How we work
More than 40 local staff and volunteers connect community priorities with planning, field delivery and follow-up. When you partner with PALPER, you work with the team that carries out the project. We implement our programmes directly; we do not pass delivery on to subgrantees.
Listen to residents
Our teams meet residents and local leaders, hold group discussions and map water sources. These conversations help us understand needs and shape the response.
Deliver through our teams
PALPER’s own staff carry out our projects. Field teams handle the work and report to our coordination team, keeping local knowledge and responsibility close to each project.
Review and improve
When a project falls short of its objectives, programme, monitoring and finance staff review the causes together and agree corrective steps with partners.
Our networks and connections
Locally led work also depends on sharing knowledge and coordinating with others. PALPER participates in humanitarian and civil-society networks, including the national and regional NGO platforms CONAFOHD and CRONG. We also take part in health, protection and child-protection coordination.

Governance & accountability
Our General Assembly sets PALPER’s direction. The Board of Directors oversees management, the Executive Secretariat runs day-to-day work, and the Control Commission reviews how resources are used.

Accountability in practice
Our assistance is free. Community outreach explains this principle and how to raise a concern. Residents can submit written feedback or speak to local community representatives, so people do not need to read or write to be heard.
Project expenses are recorded against activities and supported by receipts for review by our Control Commission. Staff and volunteers sign our Code of Conduct, which sets expectations for their responsibilities toward the people we serve.
